Cop Fatally Shoots Teacher Four Times At Point-Blank, Goes Scot-Free

Unarmed Samantha Ramsey, a pre-school teacher, was 19 when she was fatally shot four times in front of numerous witnesses by Deputy Tyler Brockman of the Boone County Sheriff’s Department in April 2014. Six months later, an evidence report released by authorities declared that Samantha was intoxicated on alcohol and marijuana and ran over Brockman’s foot before he killed her. A grand jury did not press criminal charges against Brockman as the ‘evidence report’ showed Samantha had a blood alcohol content of .12 when Brockman shot her.

Brockman shot Samantha as she left a field party attended by many underage drinkers at about 2 AM on April 26. Brockman said he was standing in the roadway when Samantha drove her car into the intersection near the 6600 block of River Road in Hebron, Kentucky. He ordered her to stop but she hit him causing him to jump on the hood of her car. As he feared she would kill him and other officers and pedestrians along the road, he fired four shots through the windshield at point-blank range.

Brockman’s cruiser cam caught the events leading up to the shooting but not the shooting itself. The video shows Samantha’s car turning and driving past Brockman’s cruiser. Brockman’s microphone wasn’t working, and the shots were fired just out of view of his dashboard camera.

Brockman’s attorneys claimed that he had been “vilified based on speculation and incorrect information”. “Deputy Brockman was faced with a life and death situation that demanded a decision no law enforcement officer ever wants to make,” his attorneys said in a statement.

In a statement sent to The Huffington Post, Samantha’s mother, Brandi Stewart, expressed her disappointment in the grand jury’s decision. “Now, over six months after my daughter was shot to death by Deputy Brockman, the only thing I know for sure is that he will not answer for his actions and that in Boone County, you cannot indict a Boone County Deputy for shooting an unarmed 19-year-old four times in front of numerous witnesses,” Stewart said adding that the investigation should have been handled by another law enforcement agency, rather than the sheriff’s department.

Samantha’s family has now filed a federal civil rights and wrongful death suit against Boone County Deputy Tyler Brockman and Boone County, Kentucky. The suit alleges that Brockman was on anxiety medication, had no probable cause to stop Samantha’s car and could have noted her license plate number and then called for help from others nearby.

    • Go and sit on the hood of a moving vehicle (that has just run your foot over) and tell me how many of the tires you can see.

      • Go and find the facts in this case and you might discover she did not run over his foot. …per his official police interview!!! Duh

      • what idiot jumps on the hood of a moving car and then crys about how they felt endangered… didn’t his momma ever tell him not to jump onto moving cars? He had pics, license plates, etc. and no trouble to find her later… now she is in the cold cold ground… and he is still pussyfooting about danger to HIS life…

    • what officer is trained to stand on top of the hood of a moving vehicle that is just stupid. if your an officer and you want to stop someone’s car. would you jump on top of the hood like an idiot knowing that it could be a dangerous situation. or would you shoot a tire out or pull your cruiser in front of the car. I would hope that you yourself are not dumb enough to believe that was a smart decision on the officers part. a ticket and maybe a night in jail is justifiable for being drunk and trying to drive not getting shot in the face. grow the fuck up and stop using excuses to use violence.

  3. stepping in front of a moving vehicle without probable cause is not a good idea… usually only intoxicated people step into traffic.

    also in a town of barely 5000 people at 2am i seriously doubt “another innocent pedestrian down the road” would have been injured.

  4. so she ran over his foot, prob not on purpose, granted she shouldnt have been driving but neither should he have shot her, esp 4 times, hes just a thug hiding behind a badge. Hope they win the lawsuit

I like how people don’t understand that hitting someone with a car is an act of violence, similar to shooting at someone… granted the cop didn’t have to shoot her, but he probably ended up preventing a lot more collateral damage to anyone driving or walking in that area. Either way there would have been an article written about how terrible of a cop he is because he either killed a woman, or couldn’t stop a woman from killing a bunch of other people with her car. He thought of a solution to the issue and carried it out, good for him, its his job to protect people from idiots like her.

    • I like how you don’t understand that she did not hit him or run over his foot! You heard that in a false report. Read his official police interview! He had no business physically going after her car when she had already cleared him on her turn, The video shows us that much. She had no way of knowing he was going to jump in front of and on her car! You have to have an intent to kill for your car to be a weapon

  7. Ask yourselves how many people get shot by police in the UK or Europe per year.
    Very, very few.
    Police in most other western or developed countries manage to respond to incidents like this without the cause of injury or death to others. Even armed criminals are usually apprehended without the use of lethal force.
    Police in most other countries are taught about conflict resolution. Police in the US are taught, it seems, to end the conflict through the means of aggression and force. This is not the way.

In the Dash Cam Video, you can see she clears the deputy with her turn, for him to have gotten on the hood of the car, he would have had to have sprinted in front of the vehicle in some fashion and jumped in front of a moving vehicle. That means she was NOT intending to strike the deputy as claimed, nor was she intending to harm anyone with her vehicle, any injury to the deputy was his own fault for throwing himself into traffic.

    His firing on the VICTIM was Murder. No police organization should investigate it’s own. Ever.

She decided to illegally drink and smoke an illegal drug, then she decided to illegally drive drunk then she decided to try and run from the law, she decided to drive towards an officer to try and get away (even a tire touching his foot can be seen as assaulting a police officer) and they have the right to defend themselves with any force deemed necessary. Had she not broken the law, tried to flee and assault a police officer she would be alive and well today.
