The Puerto Rico government has, on one hand, allowed patients access to cannabis derivatives —such as potions or pills, that would be inhaled or used orally— on the other hand, it has imposed legal penalties on those caught smoking the weed, even if they have a prescription. This means smoking marijuana, regardless of its purpose, would still be considered a crime.

“A lot of patients prefer to inhale the cannabis than take it orally. If they have to take it only through a pill, it can be very difficult to tell what the right dose is… It’s pretty short-sighted to take away that method that most patients rely on to figure out how cannabis affects them,” said Amanda Reiman at the New York-based Drug Policy Alliance.
“Smoking brings on the pain relief in less than a minute. You want them to take the medication in the form that works best for them,” said Ethan Nadelmann, executive director of the Drug Policy Alliance.
Puerto Rico’s governor, Alejandro Garcia Padilla, said the government will soon outline the specific authorized uses of marijuana and its derivatives for medical purposes.
But what type of illnesses would receive authorization for medical marijuana, and whether the medical marijuana will be imported or people will be permitted licenses to grow it on the island, is not yet clear.

hi, I’m from the island this open a door for other things, they need to downgrade clasification of the cannabis so, even they don’t want any one smoking , people will smoke even cultivation for medical use or prepare your very high and potent indica tincture hahahaha yeahhh

I am A Puerto Rican who has existed with chemoteraphy induced peripheral neuropathy for six years, I worked and lived in various jurisdictions where medical marijuana was voted in by the people. On this island it was signed into law by the governor strictly for the monetary aspect as the vast mayority here is against it purely because of decades of indoctrination and lack of education fomented by archaic culture and organized fundamentalist religion.
I’m extremely ashamed but not disappointed in folks here that effectively robb bonafide patients of the right to dignity and all hope. I do not have access to mmj and honestly doubt that I ever will. I could go on stating facts about the sad reality on this Island but have found it a waste of time and energy.
My sole purpose in writing this is exposing the reality of a law abiding citizen on this Island. It is nothing like what the professional public relations agencies project and talking heads repeat folks. It’s bizarro world here. Hopefully though, the next generation won’t be nearly as ashamed as I am of the politicians and sub-culture. Hopefully they will never find themselves, nor a loved one in a position even remotely similar to mine. That is the truth, whether you like it or not.
It’s a start. Many state have much much stricter cannabis programs. The truth is that, though the regulation doesn’t allow smoking it, tue regulation does allow the selling of cannabis in the raw, which means that at the end of the day, if you want to smoke it, you can. But also it will be sold in cartridges for vaping (which is what the industry has been moving to for years, due to the absence of combustion), edibles like brownies and gummy bears, edible extracts like RSO, filled capsules, tinctures and topicals. There’s plenty of time to fight for improvement. Right now the important thing is that for the first time ever, patients will have legal access of cannabis through dispensaries.
