Ex-Cop Arrested For Stealing Over $500,000 From A Woman He Arrested With A Mental Illness

Apparently, when the U.S police aren’t shooting unarmed civilians, they are instead stealing from them. In California, Michael Scott Beal, a 55-year-old now retired police officer has been charged with nine counts of grand theft, one for each year he had taken money from the victim.

It was discovered that Beal stole the money from a prostitute named Nancy Joe, after arresting her in 2002, during an undercover sting operation. Joe had been living with a long-term mental illness called schizophrenia, and had over $300,000 in her bank account, before Beal took the opportunity to manipulate the unsuspecting woman.

To secure her fortune, Beal took advantage of Nancy’s condition and lack of judgment by deceiving her romantically. He promised to marry her once he was retired if she met the following conditions; she would have to invest her savings into a property with him, then she would have to pay half the mortgage and property taxes; after his retirement they could then sell the property and wed happily.

In total Nancy Joe gave Beal more than $500,000 from 2008 to April 2015. Reports filed by Alameda County deputy district attorney, reveal that Beal used the money to establish a line of credit, purchase properties, and buy luxury cars. Joe was harshly exposed to the truth after calling the Hayward Police Department; it only then that she was informed that Beal had retired in July 2013.

Joe had not seen or signed any paperwork relating to the property, nor was she ever informed of its address. According to records, Beal does not have any property in his name in Alameda. Joe’s statement was authenticated with her bank records and recorded telephone conversations with Beal.

Beal was arrested at his home in north Modesto and is currently being held at the Santa Rita Jail. He is awaiting his possible plea bargain hearing on May 7th.

Unfortunately, this kind of police brutality and exploitation of those who do not possess either the confidence or full mental capacity to report the crimes being committed against them is not unheard of. In 2011, Fullerton police officers beat to death Kelly Thomas, a homeless schizophrenic man.

Although it appears that in this case Beal will have to answer for his crimes and be punished accordingly, the misuse and abuse of powers many officers are exercising across America is a serious issue. It is clear that to help prevent similar cases from recurring, officers must be punished for their crimes. Only then can they finally learn that they are not above the law.
