Private Prison Contract Terminated in Arizona for Misconduct

Arizona Department of Corrections is terminating the contract of a private prison company after it failed to control riots in July. The riots left over a 1,000 displaced inmates, and injury to a reported 16 people. The badly damaged facility reflects the findings of an investigation conducted by the Arizona Department where the private provider, Management & Training Corp. (MTC) was found to have contributed to the riots through neglect: “…a culture of disorganization, disengagement, and disregard [of policy]” led to the riots.

It has been reported that problems arose over five years ago, giving MTC time to rectify issues such as security after a prison break out led to the deaths of a couple in New Mexico, but MTC hid these concerns from their contract providers. Ongoing issues have surfaced sporadically in the media since, including inadequate health care, and security issues with “large groups of inmates refusing directives or chasing MTC staff off the yard,” says another report,”…prisoners who were completely incapacitated…[were] still being beaten, tazed, and shot with rubber bullets.”

Reuters also reported that the minimum security prison riots started with the unrest of a small group of prisoners spread out over a few days. But according to the investigation and letters from inmates, the riots were aimed at the facility providers over dissatisfaction with the operation of the prison.

The latest call to cease contractual obligations with MTC and search for another organization to take over the contract is worth around $70 million a year.

Many of the deaths from inadequate medical care in the Arizona State Prison system are premeditated murders carried out at the behest of Wardens and Deputy Wardens acting in concert with County prosecutors like Yavapai County’s Sheila Polk, whose personal vendettas have taken dozens of lives with the support and approval of John McCain and Janet Napolitano. Anyone in doubt should begin by perusing the prison record of inmate Lewis Paul Price, who – after 18 months of medical neglect, malfeasence and nonfeasence – finally died less that 24 hours before he was to have been released.

    Remember Sheila Polk’s name when she becomes Arizona’s next attorney General or Director of Prisons.
