The Milwaukee cop who shot and killed Sylville Smith in August – sparking a wave of riots and protests – is behind bars. Dominique Heaggan-Brown has been charged with sexual assault after being accused of rape by another man. Heaggan-Brown was taken into custody this week for an assault that happened in the days after he killed Sylville Smith.
According to police, Heaggan-Brown was out on administrative leave for the shooting, when he met the latest victim. According to the victim, he believes Heaggan-Brown must have drugged him because he did not consent to any kind of sexual activity. They met at a bar, but the victim has little recollection of what happened. They ended up watching TV about the protests that were occurring, at which time Heaggan-Brown bragged that he could do “whatever he wanted” without repercussions.
Heaggan-Brown and the victim drank a few shots. As per the victim’s statement, Heaggan-Brown became aggressive and took his clothes off. Heaggan-Brown then held down and raped the victim while the victim struggled to breathe. After the assault, Heaggan-Brown drove the victim to a hospital and left him. The hospital staff were alerted to the assault and the police were subsequently notified. They were able to identify Heaggan-Brown through Facebook, where the two met. According to the victim, Heaggan-Brown repeatedly texted him that “nothing happened.” Police have also stated that Heaggan-Brown called his supervisor at the Milwaukee PD, who met with him. Heaggan-Brown told the supervisor that he had a consensual encounter, but his partner had a “medical problem” that required he go to the hospital.
Police obtained a search warrant for Heaggan-Brown’s home. Upon searching the residence, they found his phone, which had a video of the assault on it. They also found other pictures of him engaged in sexual activity with other men. While he is currently in jail, there is no word on whether or not Heaggan-Brown will lose his job, as he is currently still employed as an officer. His status is likely to change however, as the amount of negative attention he has brought to the Milwaukee Police Department is not going unnoticed.
The Milwaukee Police Association has come forward quickly, trying to distance themselves from Heaggan-Brown.
“The Milwaukee Police Association is proud to represent 1600 truly professional officers. In any large organization, there may be a time that one, or a few discredit the overall; this is by no means reflective of the overwhelming majority of good officers. The MPA condemns all criminal behavior by any member of society, whether part of this organization or not – in all situations it is imperative that fact(s) are allowed to dictate the outcome,” stated MPA President Mike Crivello.
Hopefully, this officer’s behavior will show the state and federal investigators, who are still looking into the death of Sylville Smith, a new perspective. While the investigation into Sylville Smith’s death is looking like it is going to be a wash, it will be much harder for Heaggan-Brown to escape his fate on his new charges. The Milwaukee Police have not issued a formal statement at the time of writing, on this matter.
