A fifty-one year old police officer, from Lowell North Carolina, is being accused of raping and impregnating a fourteen year old girl. James Paul Blair started the relationship with the juvenile through a mentoring program at the police department. After some suspicious behavior and “red flags,” the juvenile’s mother became suspicious. Her suspicions were confirmed when the unidentified child told her she needed a pregnancy test. The pregnancy test was positive, and now Officer James Blair is on the hot seat.
Blair was arrested for statutory rape of a child. The arrest affidavit read,”the defendant names above unlawfully, willfully and feloniously did engage in vaginal intercourse with [redacted], a person who at the time of the offense was fifteen years of age or younger.” According the the victim’s mother, who is also unidentified, Blair was a family friend who had been mentoring the child for at least three or four years. Initially he would take the victim out, along with her brother, but after a while he would no longer take the boy with them. “My family has just been torn up. We have been to a stage of devastation.”
Blair approached the victim’s mother and pleaded with her for forgiveness. “He told me he took her virginity. He told me it was his baby. He told me things happened and he said he was so sorry. And he kept saying please forgive him,” she said. Blair also implored her to bring the victim in for an abortion, “Get rid of the baby or I’ve lost my life.”
Blair was arrested by investigators as he pulled up to the victim’s house. While this is the only case that investigators are aware of, Blair has had previous experience working as a school resource officer. Investigators will now look into any past behavior that may indicate this has occurred before. If convicted, Blair faces as many as twenty years in prison.
