Police officials in Austin, Texas have officially apologized to a 26-year-old black woman who was arrested, violently beaten, and had her entire race insulted by two police officers, for speeding.

According to the account of the story, at about 12:30 pm on June 15, 2015, Austin Police Officer named Bryan Richter pulled over Breaion King for driving 50 mph over the speed limit. The dash cam of Richter recorded all what happened after he stopped Breaion.

In the dash cam video, Richter immediately ordered Breaion to step back inside her car, before informing her that she had been stopped for speeding. The officer then demanded her driving license, which she obediently complied and gave to him.

Officer Richter then demanded “Okay, ma’am, stand up for me. Okay?” after inspecting the license. Breaion responded positively, and as she was getting ready to leave the car, all of a sudden, Officer Richter grabbed her for no apparent reason before she could step out.

Becoming afraid of the officer’s action, Breaion asked: “Why are you touching me? Oh my God!”

Richter shouted back at her: “Stop resisting! Get out of the car!”

Breaion replied:  “I’m getting out. Let me get out.”

But Richter continues. He violently grabs Breaion by her neck and arm, pulling her from the car with force. He whipped her around before violently slamming her against the ground.

While on the ground, Richter ordered her: “Put your hands behind your back!. I’m about to tase you. Put your hands behind your back.”

Breaion stood up and placed her hands behind her back, as ordered by the officer. As Breaion is still in shock from the officer’s violent action, Richter suddenly again swept her legs and threw her to the ground for no apparent reason. He then pressed his full weight down on Breaion’s back before handcuffing her.

Officer Richter was then joined by a fellow officer. The two officers led Breaion to the front of their patrol car. They deliberately lifted Breaion’s arms behind her back, into a torture position. She was then placed inside the back of the patrol car, ready to be transported to jail.

Later in the video, Richter narrated the incident to the other officer. He completely lied while narrating the circumstances between him and Breaion.

Richter said:  “Once we got out of the car, she took a swing at me. She missed. And then she swings. and I saw it coming  so I just threw her down. We were on the ground. I didn’t want to hit her. So we just kinda wrestled.”

From the dash came video, Richter’s version of the story is completely false. While sitting in the backseat in handcuffs, Breaion was again subjected to racist comments by the second officer as they drove her to jail. The officer identified as Patrick Spradlin, asked Breaion: “Why are so many people afraid of black people?”

“That’s what I want to figure out because I’m not a bad black person,” Breaion responded.

Spradlin then continued: “I can give you a really good idea why it might be that way.”

“Why?” Breaion asked.

“Violent tendencies,” Spradlin replied her.

Breaion was charged with resisting arrest. Breaion maintained she never broke any law. She pressed for the release of the dash cam video. Her case was later dismissed earlier this year, and was fined $165 for driving 50 mph in a 35 mph zone.

After paying the fine, Breaion requested a federal investigation into the incident from the Justice Department. That was when the city’s police department realized she was serious.

To calm her down, the Austin Police Chief, Art Acevedo publicly apologized to Breaion and her family at a press conference on July 21st. Remembering how she suffered at the hands of the officers, Breaion became so emotional, she cried.

“I’m sorry that on the day you were stopped for going 50 miles an hour, you were approached and treated in a manner that is not consistent with this police chief and department. We’re in 2016 and this will not be tolerated,” Chief Acevedo stated at the press conference, apologizing to Breaion.
